Premier Sommet Afrique-Arabe à Ryad ces 10 et 11
Coup d’Essai Coup de Maître du Roi Salman
Sur initiative de l’Arabie Saoudite, il s’est ouvert à Ryad, la capitale du Royaume Saoudien, le premier Sommet entre le monde Arabe et Africain. Les Autorités saoudiennes, comme à leur habitude, n’ont rien fait à moitié. C’est une rencontre des grands jours qui réunit plusieurs pays arabes et africains. Plus de 10 pays de la mer continent et leurs présidents sont de la rencontre. Le Togo et son président ne se font pas conter le rendez-vous. Faure Gnassingbé et son Monsieur Diplomatie sont aux côtés du Roi Salman Bin Abdelaziz Al Saoud et ses notables depuis hier. Le Royaume, habitués à la grande hospitalité n’a rien oublier pour que ce coup d’essai soit un vrai coup de Maître. La rencontre qui va durer deux jours a pour cadre le Centre International des Conférences Roi Abdoulaziz de Ryad.
Développement et prospérité: Agriculture, éducation, santé et assistance humanitaire. C’est la thématique de la rencontre qui est la première du genre. Les sujets de développement vont meubler une bonne partie de la rencontre entre les pays partenaires qui ont décidé de se retrouver pour penser autrement sur les sujets de préoccupation et d’intérêt communs. C’est bien un coup d’essai, mais le Royaume a mis lesp moyens pour en faire un coup de Maître. Le chéquier s’ouvre déjà à douze pays pour un montant de 580 millions de dollars US. Le fond Saoudien pour le développement, SFD, a mis la main à la caisse pour le grand sourire de certains pays membres. Le sultan, son excellence Al-Marshad a signé 14 projets de développement avec 12 ministres africains dont vous avez la liste complète au communiqué de Presse que vous lirez en anglais et en Arabe. Concomitamment à ces accords, des mémorandums d’entente avec des corporatives et la finance africaine se sont invités aux travaux. Les 14 projets financés à l’entame couvrent, entre autres, les secteurs de la santé, de l’eau, de l’éducation, de l’industrie et de la réhabilitation de structures déjà en place dans certaines régions africaines. Avec l’accord et le contrôle du Roi, le sultan a exprimé sa ferme volonté de poursuivre dans la veine d’aides aux secteurs clefs qui impactent le développement et le bien-être social des populations africaines. Si certains documents clés sont signe dès hier le 09, les travaux de la rencontre se poursuivent aujourd’hui pour finir demain. C’est pas la première initiative de MBS, on peut citer à son actif, l’initiative vert du nom du pharaonique projet de reboisement en cours au profit du monde entier et pour un echosystem plus clément. Nuls part on ne voit le nom du Togo parmi les bénéficiaires de la largesse agissante du Royaume malgré la présence du PR Togolais. A cette question, des sources introduites nous ont répondu que des projets dans la veine de cette initiative sont déjà en exécution en territoire Togolais. Quelle que soient les explications, les chasseurs de fonds Togolais de l’entourage du président Faure ont intérêt à ne pas revenir bredouille à Lome si d’autres motifs n’expliquent pas l’absence du Togo sur la liste des bénéficiaires immédiats de cet premier sommet. الصندوق السعودي للتنمية يقدم أكثر من 2 مليار ريال من القروض الميسّرة لدعم المشروعات الإنمائية في الدول الأفريقية
الرياض، 24 ربيع الآخر 1445ه الموافق 09 نوفمبر 2023م
وقّع سعادة الرئيس التنفيذي للصندوق السعودي للتنمية الأستاذ سلطان بن عبدالرحمن المرشد، اليوم في المؤتمر الاقتصادي السعودي العربي الأفريقي المنعقد في مدينة الرياض؛ 14 اتفاقية قرض تنموي جديدة مع الوزراء من 12 دولة أفريقية، بقيمة تتجاوز 2 مليار ريال سعودي، وذلك لتمويل مشروعات إنمائية في قطاعات الصحة والمياه والتعليم والنقل والمواصلات والطاقة، في كل من جمهورية بوركينا فاسو وجمهورية بنين وجمهورية بوروندي وجمهورية الرأس الأخضر، وجمهورية غينيا وجمهورية ملاوي وجمهورية موزمبيق وجمهورية النيجر وجمهورية رواندا وجمهورية سيراليون وجمهورية تنزانيا وجمهورية أنغولا.
وتتضمن الاتفاقيات التنموية الموقّعة اليوم؛ دعم مشروع بناء وتجهيز مدارس ثانوية للبنات في عدة مناطق في جمهورية النيجر بقيمة (105) ملايين ريال، ومشروع مستشفى مانقا الإقليمي (المرحلة الثانية) في جمهورية بوركينا فاسو بقيمة (63.75) مليون ريال، ومشروع إنشاء الكلية العليا لإعداد المعلمين والمدرسة الثانوية العلمية في جمهورية بنين بقيمة (150) مليون ريال، ومشروع إنشاء وتجهيز مستشفى مرجعي للأم والطفل في غينيا بقيمة (281.25) مليون ريال، ومشروع إنشاء وتجهيز مستشفى الرياض المرجعي في جمهورية سيراليون بقيمة (187.5) مليون ريال، ومشروع إعادة تأهيل مستشفى الملك خالد الجامعي في بوجمبور بجمهورية بوروندي بقيمة (187.5) ومشروع إنشاء وإعادة تأهيل طريق (مانجوتشي – ماكانجيرا) في جمهورية ملاوي بقيمة (75) مليون ريال، ومشروع خط نقل الكهرباء بين مدينتي بيناكو وكياكا في جمهورية تنزانيا بقيمة (48.75) مليون ريال، ومشروع استصلاح وتهيئة الأحواض المائية في جزر سنتياقو وسانت انتاو وبوافيستا في جمهورية الرأس الأخضر بقيمة (63.75) مليون ريال، ومشروع توسعة أنظمة نقل وتوزيع المياه في شرق العاصمة كيغالي بجمهورية رواندا بقيمة (75) مليون ريال، بالإضافة إلى ثلاث اتفاقيات مع جمهورية موزمبيق تشمل مشروع إنشاء وتجهيز خمسة مستشفيات في مناطق مختلفة بقيمة (187.5) مليون ريال، ومشروع بناء سد مويرا بقيمة (187.5) مليون ريال، ومشروع إعادة تأهيل وتطوير جزأين من الطريق الوطني بقيمة (187.5) مليون ريال، ومشروع تطوير المنطقة الصناعية في كاتومبيلا في جمهورية أنغولا بقيمة (375) مليون ريال، كما وقع سعادة الرئيس التنفيذي مذكرة تفاهم مع سعادة الرئيس التنفيذي لمؤسسة التمويل الأفريقية، السيد ساميلا زبيرو، إذ ستمكّن مذكرة التفاهم، الصندوق السعودي للتنمية من التعاون الإنمائي مع مؤسسة التمويل الإفريقية، لفتح آفاق تنموية في تمويل مشروعات البنية التحتية في مختلف دول القارة الأفريقية.
وتجسّد هذه الاتفاقيات حرص الصندوق السعودي للتنمية على دعم البلدان النامية، للتغلّب على التحديات الاقتصادية والتنموية، كما تعكس أهمية التعاون والتضامن الدوليين لتحقيق أهداف التنمية المستدامة، من خلال تقديم الدعم للمشروعات والبرامج الإنمائية في قطاعات البنية التحتية الاجتماعية والقطاعات الأساسية التي من شأنها تحقيق النمو الاجتماعي والازدهار الاقتصادي، إذ لهذه الاتفاقيات ومذكرة التفاهم الموقّعة، التأثير الإيجابي على حياة ملايين المستفيدين في مناطق مختلفة في إفريقيا من خلال إيجاد الحلول التنموية المستدامة في تحسين الظروف المعيشية وتوفير فرص وظيفية عديدة، والتمكين من مواكبة التطور الحاصل في مجال المعرفة وبناء القدرات.
وتسهم هذه الاتفاقيات في تحقيق أهداف التنمية المستدامة (SDGs)، للقضاء على الفقر، وتعزيز الصحة الجيدة والرفاه، والوصول إلى التعليم الجيد، والمساواة بين الجنسين، وتأمين المياه النظيفة والصرف الصحي، وتحفيز العمل اللائق ونمو الاقتصاد، ودعم الصناعة والابتكار، والحد من أوجه عدم المساواة، نحو تحقيق مدن ومجتمعات محلية مستدامة.
وفي هذه المناسبة، قال الرئيس التنفيذي أ.سلطان المرشد « يأتي دعم وتمويل الصندوق السعودي للتنمية في هذه الاتفاقيات؛ انطلاقًا من الشراكة الإنمائية الوثيقة مع الدول الأفريقية، الممتدة على مدى حوالي 49 عامًا، للإسهام في تمويل المشروعات والبرامج التي سيكون لها الأثر الملموس على حياة الملايين من المستفيدين، وتُعد هذه الاتفاقيات ومذكرة التفاهم الجديدة، خطوة حيوية نحو دعم نمو وازدهار القارة الأفريقية، من خلال تحفيز قطاعات الصحة والتعليم والمياه والنقل وغيرها من القطاعات التي تسهم في لوصول إلى التنمية المستدامة الشاملة « .
وتجدر الإشارة إلى أنه وصل نشاط الصندوق السعودي للتنمية التراكمي منذ عام 1975م، إلى تمويل أكثر من 800 مشروع وبرنامج إنمائي في أكثر من 100 دولة نامية حول العالم، بقيمة إجمالية حوالي 20 مليار دولار، إذ يصل نشاط الصندوق في أفريقيا من تلك الإسهامات، إلى تمويل أكثر من 400 مشروع وبرنامج إنمائي في 46 دولة أفريقية بقيمة تتجاوز 10.7 مليار دولار حتى نهاية عام 2022م، ليمثّل ذلك نسبة تتجاوز 57% من نشاط الصندوق الإنمائي في البلدان النامية حول العالم.
Saudi Fund for Development Provides Over $580 Million in Development Loans to African Countries for Key Vital Projects
Riyadh, 09 November 2023
The Saudi Fund for Development (SFD) Chief Executive Officer, H.E. Sultan Al-Marshad, signed today, 14 new development loan agreements with 12 African ministers, worth over USD $580 million to fund projects in healthcare, water, education, and transportation sectors in Angola, Burkina Faso, Benin, Burundi, Cabo Verde, Guinea, Malawi, Mozambique, Niger, Rwanda, Sierra Leone, and Tanzania. The signing ceremony took place in the Saudi-Arab-African Economic Conference held in Riyadh, Kingdom of Saudi Arabia.
In conjunction with the loan agreements signing, the SFD CEO signed a Memorandum of Understanding (MoU) with the African Finance Corporation’s CEO, Mr. Samaila Zubairu. This MoU will enable SFD to collaborate with AFC to identify, develop, and co-finance infrastructure and industrial projects across the continent.
The SFD will fund the Catumbela Industrial Development Project (Phase 1) in Angola for $100 million USD, the Expansion of The Transmission and Distribution Water System in the East of Kigali, Rwanda for $20 million USD, and the Construction and Rehabilitation of the Mangochi-Makanjira Road in Malawi for $20 million USD. Other agreements include the Construction and Equipping of Five Hospitals in different regions of Mozambique for $50 million USD, the Construction of the Muera Dam in Mozambique for $50 million USD, the Rehabilitation and Upgrade of Two parts of National Road No. 1 in Mozambique for $50 million USD and lastly the Benaco to Kyaka Transmission Line Project in Tanzania for $13 million USD.
These agreements and the MoU will have a positive impact on the lives of millions of people in different regions across Africa by improving access to healthcare, education, water, transportation, and economic opportunities, stimulating economic growth, and creating jobs.
Importantly, these projects address a wide range of the UN Sustainable Development Goals (SDGs), priorities, including poverty, health, education, gender equality, water and sanitation, decent work, economic growth, industry, innovation, infrastructure, inequality reduction, sustainable cities and communities, and climate change.

In Africa alone, SFD has financed over 400 projects worth US$10.7 billion in 46 countries. This accounts for 57% of SFD’s funding in developing countries worldwide.
